Proposal Readiness Reviews
One of the best practices for developing winning proposals is programming readiness reviews into the process. These reviews coincide with different stages of the proposal management plan. The following review categories represent a best practice review cycle:
Gold Team Review*
The first review follows the development of winning themes and an outline for the government contract opportunity found to match your business’ capabilities and fit in your larger business plan. Management personnel will be involved in the Gold Team Review as we make sure the story boards make sense, address all RFP requirements and that everyone understands and agrees to the objectives, approaches, strategies and themes.

Blue Team Review*
Once the first draft has been completed, it’s time for the second review. In the Blue Team Review key proposal development team personnel will ensure that writers have deployed approved objectives, approaches, strategies and themes. This is also the first check to make sure the proposal is compliant with the government contract RFP requirements.
Green Team Review*
Green Team Review (or the third review) should occur shortly after Blue Team Review and before the Red Review. Green Team may be held in two phases… or two Green Teams if you will, based on the complexity of the instructions and the pricing effort. During this review, the cost, technical and management proposals for the government contract are synchronized, so senior and key personnel from the proposal development, contracting and pricing teams must participate. It is very important that while the pricing volume is developed separately from the rest of the proposal, it cannot become disconnected from the technical and management volumes. Pricing must reflect the approaches laid out in the other volumes.
Red Review*
Once the second draft of the entire proposal is ready, a fourth review, or “Customer Simulation,” is conducted. Key management personnel, subject matter experts and consultants act as a mock customer evaluation team. Each member of the Red Team casts a vote to indicate if the proposal is RFP-compliant, well-developed and error-free—in other words, submission-ready.
